The following actions were taken at the Feb. 7, 2018 City of Cottage Grove Council meeting. City Council meetings are broadcast by the South Washington County Cable Commission and are available for online viewing at www.swctc.org.

Capture Cottage Grove Photo Contest Winners Announced
The winners of the City’s annual photo contest were announced.   This year’s contest had 60 entries.

  • Timothy Dardine won in the nature category with “The Perfect November Morning.” 
  • Bill Pohlmann won in the celebrations and events category with “Fire and Rain.”
  • In the parks and trails category, there was a tie.  Bill Pohlmann won for his photo “Morning at Mooers,” and  Peter Potyondy won for his photo “Discovery.”
  • Nathan Klok won in the people category for his photo at the Cottage Grove Ice Arena.
  • Kevin Gallagher won in the streetscapes category for his photo titled “Beautiful Sunrise in Cottage Grove.” 
  • Jixiong Han’s daughter 11-year-old daughter won in the youth (15 and under) category for a picture of her new puppy called “Puppy Fluffy.”

Each winner received $50 per category.  Winning photos will used in City print and web publications as well as on social media.

Afton Apple Orchard Donation
Staff from Afton Apple held a fundraiser and donation drive on Oct. 7, 2017 for our public safety department. The Public Safety Board accepted the $1,688 donation, which will be used for the new Police Explorer Program and a new Sparky the Fire Dog costume.

Interim Water Treatment Facility Awards
Cottage Grove, along with Stantec, was recognized by the American Council of Engineering Companies of Minnesota (ACEC/MN) for the interim water treatment facilities, with an Honor Award.  The City also received the City Engineers Association of Minnesota (CEAM) Project of the Year Special Recognition Award for the facilities.

Battery Operated Rescue Equipment
The City Council authorized the purchase of a Holmatro battery powered cutter, spreader, and combi-tool extrication set for $24,946.45.  They also authorized the sale of the oldest set of hydraulic extrication equipment.

Rental Licenses
Rental licenses were issued to 23 properties, all of which had completed their licensing process.

Final Payment on East Point Douglas, 80th Street Right Turn Lane Project
City Council approved the final payment of $27,388.08 to Hardrives, Inc. for the East Point Douglas, 80th Street Right Turn Lane project.

Final Payment on Well. No. 12 Drilling Project
City Council approved the final payment of $151,104 to Traut Companies for the Well No. 12 Drilling project.

Minnesota Pollution Control Agency Joint Powers Agreement
Cottage Grove entered into a Joint Powers Agreement with the Minnesota Pollution Control Agency for the Temporary Well Treatment System Construction and Operation project.

Tort Liability Limits Insurance
City Council authorized the City to not waive the statutory tort limits where an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory tort limits apply per staff and city attorney recommendation. The total all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.

Carbone’s Liquor License and Corporate Name Change
Carbone's is in the process of changing its corporate name from Carbone's of Cottage Grove, Inc. to T JJL Corp. Since this is a corporation name change of an existing license holder rather than a new applicant, a variance from the approval process was granted.  City Council authorized issuance of an On-Sale Intoxicating/Sunday liquor license to TJJL Corp OBA Carbone's Kitchen and Pub, waived the investigation fee, and applied the 2018 license fee paid by Carbone's of Cottage Grove, Inc. to the license.

Walmart Corporate Name Change–Liquor and Tobacco Licenses
Walmart is in the process of changing its corporate name from Wal-Mart Stores, Inc. to Walmart Inc. Since this is a corporation name change of an existing license holder rather than a new applicant, a variance from the approval process was granted. City Council authorized issuance of liquor and tobacco licenses to Walmart Inc., waived the investigation fee, and applied 2018 license fees paid by Wal-Mart Stores, Inc. to the licenses for Walmart Inc.

Hadley Avenue Reconstruction Project
A public hearing was held on the Hadley Avenue Reconstruction project.  One member of the public spoke during the public hearing.  After closing the public hearing, City Council ordered the Hadley Avenue Reconstruction project.

The project includes fully reconstructing Hadley Avenue from 65th Street to the Woodbury border. Hadley Avenue will become a 2-lane urban collector roadway with City street lights and storm sewer installed.  Sanitary sewer and water main will be installed to serve the Eastbrooke Development.

Massage Business License
A public hearing was held on issuing a massage business license to Boon Massage & Wellness Center, LLC, at 7424 East Point Douglas Road. After closing the public hearing, City Council authorized the license.
